But it later said a new legal duty would be imposed on water companies to "progressively reduce" the amount of sewage pumped into waterways. The government insisted it was already tackling the issue and the amendment would have cost over £150bn. There was public outcry when Tory MPs rejected a Lords amendment to force firms to clean up their act.
